Ministry of Heavy Industries announces Electric Mobility Promotion Scheme 2024

The Ministry of Heavy Industries, Government of India, has unveiled the Electric Mobility Promotion Scheme 2024 (EMPS 2024) with the aim of boosting the adoption of electric vehicles (EVs) in the country. This scheme, with a total outlay of INR 500 crore, is set to be implemented from 1st April to 31st July 2024.

Focus on electric two-wheelers and three-wheelers

EMPS 2024 targets the promotion of electric two-wheelers (e-2W) and three-wheelers (e-3W) to further drive the growth of green mobility and enhance the electric vehicle manufacturing ecosystem in India. It aims to encourage the transition towards environmentally sustainable transportation options.

Eligible categories and scope

The scheme covers two main categories of electric vehicles:

  • Electric two-wheelers (e-2W)
  • Electric three-wheelers (e-3W), including registered e-rickshaws, e-carts, and L5 (e-3W)

The scheme primarily applies to electric two-wheelers and three-wheelers registered for commercial purposes. However, privately or corporate-owned registered e-2W vehicles will also be eligible under the scheme, extending its reach beyond commercial usage.

Components of EMPS 2024

The key components of the Electric Mobility Promotion Scheme 2024 include:

  • Subsidies/demand Incentives: Providing incentives for electric 2W and electric 3W, including registered e-rickshaws, e-carts, and L5 (e-3W).
  • Administration of scheme: This involves Information, Education & Communication (IEC) activities and fees for Project Management Agency.

Target numbers and incentives

The scheme aims to support a total of 3,72,215 electric vehicles, comprising 3,33,387 e-2Ws and 38,828 e-3Ws, including 13,590 e-rickshaws and e-carts, and 25,238 e-3Ws in the L5 category. Incentives will be provided only to vehicles equipped with advanced battery technology.

Aatma-Nirbhar Bharat initiative

EMPS 2024 aligns with the vision of Aatma-Nirbhar Bharat (Self-Reliant India) by promoting the development of an efficient, competitive, and resilient EV manufacturing industry in the country. The scheme adopts a Phased Manufacturing Programme (PMP) to encourage domestic manufacturing and strengthen the EV supply chain. This initiative is expected to generate significant employment opportunities across the value chain.

The Electric Mobility Promotion Scheme 2024 represents a concerted effort by the Ministry of Heavy Industries to accelerate the adoption of electric vehicles and bolster the EV manufacturing ecosystem in India. By providing incentives and support for electric two-wheelers and three-wheelers, the scheme aims to drive sustainable mobility solutions while advancing the country’s vision of self-reliance and economic growth.
